What does China require before your first shipment?

Under China’s General Administration of Customs (GACC) Decree No. 248, in force since 1 January 2022 and notified to the WTO on 12 April 2021, overseas food producers, processors and storage facilities must be registered before their product reaches China. Registration runs through the China International Trade Single Window and the CIFER platform (cifer.singlewindow.cn).

Registration numbers come in types. GACC-2 for overseas exporters is an 18-digit number starting “YA”; GACC-1 for overseas producers is an 18-digit number starting “C”; GACC-5 for the product listing uses a 13-digit HS-CIQ code. These numbers must appear on labels and export documents, normally renew every five years, and standard review takes 20 to 60 business days.

One change matters. From 5 September 2024, under GACC Announcement 2024 No. 105, overseas exporters can no longer apply directly and must entrust a GACC-authorized Chinese agent (CRA) using a China Electronic Port key.

How do you register your orchard and packhouse in Indonesia?

Fresh mangosteen sits inside the mangosteen export protocol agreed between Indonesia and China. Fruit must come from orchards registered with Barantan (Badan Karantina Pertanian) and GACC that implement SOP, GAP and IPM under the Directorate General of Horticulture. It must then be processed at a packhouse registered by OKKPP (central) or OKKPD (regional) and verified by Barantan under that protocol.

On the food-safety side, BPOM issued a “Manual pendaftaran perusahaan ke GACC.” Companies email peredaranpangan@pom.go.id with the subject “Pendaftaran GACC,” supplying a 10-digit HS Code and a 3-digit CIQ Code, then register products in CIFER after BPOM issues an account.

How is mangosteen graded for export?

Grading is by fruit-count per kilogram. Super grade runs around 10 fruit per kg (large, blemish-free, cut for China protocol); smaller grades run 15 to 20 fruit per kg. Buyers also judge latex (getah) staining, cracks, and ripeness. Fruit must not be rotten or cracked and must be free from China’s target pests: fruit flies, mealybugs, ants and mites. Any brix, size or OPTK-free claim should come from batch inspection or a COA, not a brochure.
